Guiding Principles of the Ministry of Education’s Equity and Inclusive Education Strategy
Equity and inclusive education:
• is a foundation of excellence;
In a diverse society, equity is a fundamental requirement for educational excellence
and high standards of student achievement.
• meets individual needs;
Equity does not mean treating all students in the same way but, rather, responding
to the individual needs of each student and providing the conditions and
interventions needed to help him or her succeed.
• identifies and eliminates barriers;
All students are supported equitably through the identification and removal of
discriminatory barriers that limit their ability to achieve to their full potential.
• promotes a sense of belonging;
Equity and inclusive education contribute to every student’s sense of well-being.
• involves the broad community;
Effective and meaningful school–community partnerships are an essential
component of an equitable and inclusive education system.
• builds on and enhances previous and existing initiatives;
Sound research and analysis of successful policies and practices form the basis
for the development and sharing of resources.
• is demonstrated throughout the system.
The ministry, school boards, and schools will incorporate principles of equity and
inclusive education throughout their policies, programs, and practices.
DIVERSITY: The presence of a wide range of human qualities and attributes within a group, organization, or society. The dimensions of diversity include, but are not limited to, ancestry, culture, ethnicity, gender, gender identity, language, physical and intellectual ability, race, religion, sex, sexual orientation, and socio-economic status.
EQUITY: A condition or state of fair, inclusive, and respectful treatment of all people. Equity does not mean treating people the same without regard for individual differences.
INCLUSIVE EDUCATION: Education that is based on the principles of acceptance and inclusion of all students. Students see themselves reflected in their curriculum, their physical surroundings, and the broader environment, in which diversity is honoured and all individuals are respected.
