This update provides highlights of the Simcoe County District School Board (SCDSB) Board Meeting held Wednesday, April 26, 2023. Agendas, reports, and a video recording of this meeting is available on the Board and Committee Meetings page of the SCDSB website. 

Report from the Student Trustees
Student Trustee Ith provided an update on behalf of the student trustees. Student Trustee Ith reported that the Student Senate meeting took place virtually, and noted that the Wasaga Beach Climate Action Team led a discussion regarding environmental sustainability. 

Delegations

  1. Parents Against Racism Simcoe County – Sarah Peart and Natasha Shakespeare Re:  Robert’s Rules 

    Chairperson Lloyd accepted the delegation for information.

Report from the Closed Session of the Board in Committee of the Whole
The Board ratified the following recommendations taken in the Closed Session meeting of the Committee of the Whole on Wednesday, April 26, 2023:

  1. That the Board approve the authorization of staff to complete the transfer of approximately 0.12 acres of land to be added to the existing Hillsdale Elementary School site as set out in Report No. CL-BF-D-1, Hillsdale Elementary School - Site Acquisition – Lot Addition, dated April 5, 2023.
  2. That the Board approve the school administrator appointments as set out in Report No. CL-HR-D-1, School Administrator Appointments, dated April 12, 2023. 

    Trustees received the following transfer:

    Elementary Vice-principal transfer effective April 17, 2023
    Kulbir Dhaliwal to Alcona Glen PS

D-2-a Notice of Motion from the March 22, 2023 Board Meeting
That the Board approve the following motion:

  1. That the Board approve that the following statement be read at the beginning of Board and Standing Committee Meetings: 

    The SCDSB is committed to creating a culture of belonging, engagement, and success for all through deliberate actions and an intentional focus in the area of Diversity, Equity and Inclusion. The SCDSB Board of Trustees will conduct meetings in an inclusive, respectful manner that upholds the principles of respect for human rights and allows all members, staff, and guests to participate fully regardless of race, religion, ethnicity, age, ability, and gender.

D-4-a Business and Facilities 
The Board approved the following motions:

  1. That the Board approve the revisions to Policy 2350– Disposition of Property, as set out in APPENDIX C of Report No. BF-D-1, Policy 2350 – Disposition of Property, dated April 5, 2023.
  2. That the Board approve the revisions to Policy 2115 – Trustee Expenditures, as set out in APPENDIX C of Report No. BF-D-2, Policy 2115 – Trustee Expenditures, dated April 5, 2023.

D-4-b Program
The Board approved the following motions:

  1. That the Board approve revisions to Policy 4107 – Late and Missed Assignments, as set out in APPENDIX C of Report No. PRO-D-3, Revisions to Policy 4107 – Late and Missed Assignments, dated April 12, 2023.
  2. That the Board approve revisions to Policy 4105 – Curriculum Policy, as set out in APPENDIX C of Report No. PRO-D-4, Revisions to Policy 4105 – Curriculum Policy, dated April 12, 2023.

D-5-a Review of Policy 2125 – Trustee Code of Conduct
The Board approved the following motion: 

  1. That the Board approve that Policy 2125 – Trustee Code of Conduct remain status quo, as set out in APPENDIX A of Report No. D-5-a, Review of Policy 2125 – Trustee Code of Conduct, dated April 26, 2023.

D-5-b Appointment to the Ontario Public School Boards’ Association (OPSBA) – Director and Alternate Director for the 2023-24 School Year
The Board approved the following motion: 

  1. That the Board appoint Chair Lloyd as the representative to serve as a director on the OPSBA Board of Directors, and appoint Trustee Wilson to serve as an alternate director as set out in Report No. D-5-a, Appointment to the Ontario Public School Boards’ Association (OPSBA) – Director and Alternate Director for the 2023-24 School Year, dated April 26, 2023.

D-5-c Schedule of August 2023 Board Meeting
The Board approved the following motion:

  1. That the Board approve the rescheduling of the August Board meeting from August 23, 2023 to August 30, 2023, as set out in Report No. D-5-c, Schedule of August 2023 Board Meeting, dated April 26, 2023.

Reports and Updates from Staff
John Dance, Director of Education, shared information about various learning opportunities and celebrations occurring over the course of the next few weeks including the Spring Back to Nature conference on May 6, the OSSTF/OPC Night of Excellence on May 2, Character Education Evenings on May 18 and 30, and the Community Builds Inspiration conference for Black secondary school students on May 23.

Director Dance announced the retirement of Brian Jeffs, Superintendent of Human Resource Services and Information and Technology Services, effective April 28, 2023. Director Dance thanked Superintendent Jeffs for his many contributions to the board in various leadership roles. Director Dance noted that Superintendent Jeffs has had a significant impact on the system and is recognized by staff and colleagues across the province for being a team player who is willing to step up to any challenge. Director Dance congratulated Superintendent Jeffs and wished him well on his upcoming retirement. Director Dance announced that Iain McMeekin, Senior Manager of Human Resource Services, will be supporting Associate Director Stephens with the Human Resources portfolio as the Assistant Superintendent of Human Resource Services.
