This update provides highlights of the Simcoe County District School Board (SCDSB) Board Meeting held Wednesday, May 24, 2023. Agendas, reports, and a video recording of this meeting is available on the Board and Committee Meetings page of the SCDSB website. 

Report from the Student Trustees
Student Trustee Yu provided an update on behalf of the student trustees. Student Trustee Yu shared that the student trustees recently attended the OSTA-AECO AGM. Student Trustee Yu reported that the Senate meeting took place virtually on May 24 and that students discussed student engagement and mental health initiatives in their schools.

Report from the Closed Session of the Board in Committee of the Whole
The Board ratified the following recommendations taken in the Closed Session meeting of the Committee of the Whole on Wednesday, May 24, 2023:

  1. That the Board approve the School/System Administrator Eligibility List as set out in Report No. CL-HR-D-1, School/System Administrator Eligibility List – May 2023, dated May 10, 2023.
  2. That the Board approve the School Administrator Appointments as set out in Report No. CL-HR-D-2, School Administrator Appointments, dated May 10, 2023.

D-4-a Business and Facilities
The Board approved the following motions:

  1. That the Board approve the 2023-24 Proposed Budget, as set out in APPENDIX A of Report No. BF-D-1, 2023-24 Proposed Budget, dated May 3, 2023.
  2. That the Board approve the 2023-24 Proposed In-Year Deficit Elimination Plan in the amount of $6,226,000, as set out in APPENDIX A of Report No. BF-D-1, 2023-24 Proposed Budget, dated May 3, 2023.
  3. That the Board approve the amendments to Trust Declarations, as set out in APPENDIX A of Report No. BF-D-2, Amendment to Trust Declarations for Scholarship and Trust Funds, dated May 3, 2023.

The Board approved the following motions:

  1. That the Board approve revisions to Policy 4182 – Lower Limit of the Range of Percentage Marks on Report Cards, Grades 9 - 12, as set out in APPENDIX C of Report No. PRO-D-1, Revisions to Policy 4182 – Lower Limit of the Range of Percentage Marks on Report Cards, Grades 9 - 12, dated May 10, 2023.
  2. That the Board approve revisions to Policy 4121 – Adult and Continuing Education, as set out in APPENDIX C of Report No. PRO-D-2, Revisions to Policy 4121 – Adult and Continuing Education, dated May 10, 2023.
  3. That the Board approve revisions to Policy 4431 – Student Exchanges, as set out in APPENDIX C of Report No. PRO-D-3, Revisions to Policy 4431 – Student Exchanges, dated May 10, 2023.

D-4-c Special Education Advisory Committee
The Board approved the following motion:

  1. That the Board approve a letter be written by the SCDSB SEAC Chairperson and Vice-chairperson to the Minister of Education, addressing concerns related to special education funding.

D-5-a Re-appointment and Appointment of External Audit Committee Members
The Board approved the following motions:

  1. That the Board approve the re-appointment of Chris Edwards to the Audit Committee for a term of three years, effective May 24, 2023, as set out in Report No.D-5-a, Re-appointment and Appointment of External Audit Committee Members, dated May 24, 2023.
  2. That the Board approve the appointment of Brian Jeffs to the Audit Committee for a term of three years, effective May 24, 2023, as set out in Report No.D-5-a, Re-appointment and Appointment of External Audit Committee Members, dated May 24, 2023.

Reports/Update from Staff 
John Dance, Director of Education, shared that the Diversity, Equity and Inclusion department hosted the first SCDSB Conference for Black secondary school students at Georgian College and thanked all staff and presenters for their efforts. Director Dance noted that Grade 10 students from across the system will participate in a virtual presentation in recognition of Asian Heritage Month hosted by SENgage and presented by Senators of Asian descent. Director Dance congratulated Corry Van Nispen, Superintendent of Business and Facility Services, and his team on successfully preparing and passing the 2023-24 budget. Director Dance also commented on the recent passing of former SCDSB Director of Education, Richard Boswell and expressed his condolences to the family.
