SCDSB Update 10 – February 26, 2020

This update provides highlights of the Simcoe County District School Board (SCDSB) Board Meeting held Wednesday, February 26, 2020. Agendas and/or reports considered at this meeting are available at www.scdsb.on.ca.

Report from the Student Trustees
Student Trustee Fouz Ul-Mubeen provided a report on the Student Senate meeting held at the Education Centre on Feb. 25, 2020. Student Trustee Ul-Mubeen indicated that Dawn Franks, Manager of Social Work, provided a presentation regarding mental health and the resources available to students. 

Student Trustee Ul-Mubeen also spoke about the student trustee elections that took place following the Student Senate meeting on Feb. 25, 2020. He shared that 11 students were nominated by their schools to present at the meeting. The elected student trustees for the 2020-21 term are Fisher Monahan from Stayner Collegiate Institute, Cassandra McMahon from Bear Creek Secondary School and Zainab Jafri from Eastview Secondary School.

Report from the Closed Session of the Board in Committee of the Whole
The Board ratified the following recommendation taken in the Closed Session meeting of the Committee of the Whole on Wednesday, February 26, 2020:

  1. That the Board approve the Memorandum of Understanding as presented in APPENDIX A, as set out in Report No. CL-BF-D-1, Town of Wasaga Beach Partnership – Memorandum of Understanding, dated February 5, 2020.

D-4-a Audit
The Board approved the following motion:

  1. That the Board approve the Proposed Regional Internal Audit Update 2019-2020, as set out in APPENDIX A, Report No. AUD-D-1, Internal Audit Update, dated February 3, 2020.

D-4-b Business and Facilities 
The Board approved the following motions:

  1. That the Board ensures that each secondary school’s female and single-use washrooms are equipped with a menstrual product dispenser that would provide menstrual products, at no cost to students, beginning in the 2020-2021 school year, as set out in Report No. BF-D-1, Equitable Access to Menstrual Products, dated February 5, 2020. 
  2. That the Board approve an Attendance Area Review be undertaken, commencing in the spring of 2020, that includes Cundles Heights Public School, Maple Grove Public School, and their associated secondary feeder schools Barrie North Collegiate Institute and Eastview Secondary School, as set out in Report No. BF-D-1, Capital Plan 2020-2021, dated February 5, 2020.
  3. That the Board approve an Attendance Area Review be undertaken, commencing in the spring of 2020, that includes Baxter Central Public School, Portage View Public School, and their associated secondary feeder schools Bear Creek Secondary School, Eastview Secondary School and Nottawasaga Pines Secondary School, as set out in Report No. BF-D-1, Capital Plan 2020-2021, dated February 5, 2020.
  4. That the Board approve a Program Review be undertaken, commencing in the fall of 2020, that includes Allandale Heights Public School, Assikinack Public School, and their associated elementary French Immersion feeder schools Hillcrest Public School/Portage View Public School and Warnica Public School, as set out in Report No. BF-D-1, Capital Plan 2020-2021, dated February 5, 2020.
  5. That the Board approve the schools closed to new out-of-attendance-area students for the 2020-2021 school year, as set out in Report No. BF-D-1, Capital Plan 2020-2021, dated February 5, 2020.
  6. That the Board declare the St. Paul’s property surplus, as set out in Report No. BF-D-1, Capital Plan 2020-2021, dated February 5, 2020.
  7. That the Board declare the Tecumseth North Public School property surplus, as set out in Report No. BF-D-1, Capital Plan 2020-2021, dated February 5, 2020.
  8. That the Board declare the Waubaushene Pines Elementary School property surplus, as set out in Report No. BF-D-1, Capital Plan 2020-2021, dated February 5, 2020.
  9. That the Board approve the pursuit of facility partnership opportunities for the capital projects under consideration, as set out in Report No. BF-D-1, Capital Plan 2020-2021, dated February 5, 2020.
  10. That the Board approve the Capital Plan, as set out in APPENDIX A of Report No. BF-D-1, Capital Plan 2020-2021, dated February 5, 2020.

D-4-c Program
The Board approved the following motion:

  1. That the Board approve the following secondary French Immersion program locations, including attendance areas, as identified in APPENDICES (A – G), effective September 2021: Banting Memorial High School, Barrie North Collegiate Institute, Collingwood Collegiate Institute, Georgian Bay District Secondary School, Innisdale Secondary School, Nantyr Shores Secondary School and Twin Lakes Secondary School, as set out in Report No. PRO-D-1, Secondary French Immersion – Program Locations, dated February 12, 2020.

D-4-d Human Resources
The Board approved the following motions:

  1. That the Board approve the revisions to Policy 3031 – Workplace Harassment, as set out in APPENDIX C of Report No. HR-D-1, Revisions to Policy 3031 – Workplace Harassment, dated February 12, 2020.
  2. That the Board approve the revisions to Policy 3045 – Workplace Violence, as set out in APPENDIX C of Report No. HR-D-2, Revisions to Policy 3045 – Workplace Violence, dated February 12, 2020.

Questions and Proposals from Trustees
Trustee Mouratidis spoke to the recent emails she and several other trustees have received requesting their advocacy with OPSPA regarding education funding cuts. Chair Lloyd shared that the Board and Special Education Advisory Committee (SEAC) have been proactive with their advocacy and have written several letters to the Minister of Education including the following:

  • Letter from Chair regarding Pupil Accommodation Review Guidelines – Oct. 10, 2019
  • Letter from Chair regarding Capital Priorities – June 20, 2019
  • Letter from Chair regarding proposed changes to class sizes – April 24, 2019
  • Letter from SEAC regarding Ontario Autism Program – March 27, 2019
  • Letter from Chair regarding changes to Ontario Autism Program – March 27, 2019

Trustee O’Brien shared that he attended a school council meeting at Johnson Street PS and an Active School Travel meeting at Oakley Park PS to discuss the On-the-Move campaign that promotes walking, biking or wheeling to school as a healthy alternative to driving. 

Trustee Beitz shared that she reached out to MPP Jim Wilson with regards to capital priorities and was pleased to learn that the MPP has written a letter to the Minister of Education regarding the need for capital priorities, and has requested a meeting to further discuss the urgent needs.
