This update provides highlights of the Simcoe County District School Board (SCDSB) Board Meeting held Wednesday, June 21, 2023. Agendas, reports, and a video recording of this meeting is available on the Board and Committee Meetings page of the SCDSB website. 


Report from the Student Trustees
Dean Maltby, Superintendent of Education, on behalf of the student trustees, provided a report from the Student Equity Think Tank. Superintendent Maltby shared highlights of the work of the Student Equity Think Tank that included assisting with hosting the 2023 Asian Heritage Month event in collaboration with the Senate of Canada’s SENgage program, chairing school cultural appreciation clubs, and participating in activities related to Ramadan and Truth and Reconciliation.

  1. Trustee Beitz thanked the outgoing student trustees for their contributions as representatives of students from across the SCDSB. Trustee Beitz congratulated Student Trustees Angelina Ith, Weiqi Xu, and Rosa Yu and wished them well in the next phase of their educational journey. 

 Report from the Closed Session of the Board in Committee of the Whole
The Board ratified the following recommendations taken in the Closed Session meeting of the Committee of the Whole on Wednesday, June 21, 2023:

  1. That the Board approve the purchase of the Innisfil elementary school site, as set out in Report No. CL-BF-D-1, Innisfil Elementary School Site Acquisition, dated June 7, 2023.
  2.  That the Board approve the authorization of staff to enter into a purchase and sale agreement for the Orillia elementary school site, as set out in Report No. CL-BF-D-2, Orillia Elementary School Site Acquisition, dated June 7, 2023.
  3.  That the Board approve a lease extension, ending August 2024, as set out in Report No. CL-BF-D-3, Wasaga Beach Simcoe Shores Secondary School, and Learning Centre - Lease Extension, dated June 7, 2023.
  4.  That the Board approve the school administrator appointments as set out in Report No. CL-HR-D-1, School Administrator Appointments, dated June 14, 2023.

The Board approved the following motions:

  1.  That the Board approve revisions to Policy 4180 – Assessment, Evaluation and Reporting of Student Achievement, as set out in APPENDIX C of Report No. PRO-D-1, Revisions to Policy 4180 – Assessment, Evaluation and Reporting of Student Achievement, dated June 14, 2023.
  2.  That the Board approve revisions to Policy 4220 – Supporting Students with Prevalent Medical Conditions in Schools, as set out in APPENDIX C of Report No. PRO-D-2, Revisions to Policy 4220 – Supporting Students with Prevalent Medical Conditions in Schools, dated June 14, 2023.

 D-5-a Special Education Advisory Committee Letter to the Minister of Education
The Board approved the following motion:

  1. That the Board approve the letter written by the SCDSB’s SEAC Chairperson and Vice-chairperson to the Minister of Education, addressing concerns related to special education funding, as set out in APPENDIX A of Report No. D-5-a, Special Education Advisory Committee Letter to the Minister of Education, dated June 21, 2023.

 D-5-b Special Education Advisory Committee Member Appointments
The Board approved the following motion:

  1. That the Board appoint to the SCDSB SEAC, effective September 1, 2023, Elizabeth Noble as the SEAC member and Megan Suggitt as the SEAC alternate member representing LDAYS, as set out in Report No. D-5-b, Special Education Advisory Committee Member Appointments, dated June 21, 2023.

 D-5-c Appointment of Student Trustee Mentor
The Board approved the following motion:

  1. That the Board appoint Trustee Grummett to serve as the student trustee mentor from August 1, 2023 to July 31, 2024, as set out in Report No. D-5-c, Appointment of Student Trustee Mentor, dated June 21, 2023.

E-2 Notices of Motion for Next Meeting

  1. That the Board approve an instrumental version of O Canada be included in the openings of all Board and Standing Committee Meetings.
  2.  That the Board approve that staff provide the Board a report on violence in our schools no later than the December 23 Board Meeting. The report should include, but not be limited to, all incidents of possession of a weapon including a firearm or any object used as a weapon, physical assaults requiring medical attention, sexual assaults, robbery, extortion, hate motivated occurrences, assaults not requiring medical attention, human trafficking, and gang activity.  
  3.  That the Board approve that Simcoe County District School Board (SCDSB) staff develop an inventory of all walkways/pathways to schools at SCDSB schools with a goal of promoting safe and active routes to school. That staff report back to the Board in the fall of 2023 about the available pathways, their open or closed status and the level of maintenance required to have them remain open.
  4.  That the Board approve the following revisions/additions to the Board By-laws:

 Reports/Update from Staff 
John Dance, Director of Education, shared highlights from the 2022-23 school year. Director Dance noted the election of a new Board of Trustees in November and additions to the senior team. Director Dance commented on the return of events, field trips, and volunteers in schools. Director Dance commended staff for the many conferences for students that took place this year including the ‘Inspire’ conference for young women, ‘Community Builds Inspiration’ conference for Black secondary school students, ‘All Gender Sexuality Alliance’ conference, ‘Choose Your Own Well-being Adventure’ leadership conference, and outdoor education conferences. Director Dance noted the rollout of the renewed SCDSB Strategic Priorities and continued focus in the areas of music, technology, and the science of reading. Director Dance thanked the Board of Trustees and all staff for their many efforts that contributed to a successful school year.
